In 1965, South Africa’s minister for planning called for intraregional marketing arrangements, and a 1965 article published by the Anglo-American Corporation of South Africa argued for closer economic cooperation among South Africa, South West Africa, the BLS states, Rhodesia, and the Portuguese colonies of Angola and Mozambique. 26 These themes would be revived during the transition period. 1966–1978: John Vorster John Vorster’s premiership, which followed Verwoerd’s assassination, actually encompasses two periods.

But the détente initiative in Rhodesia ultimately failed. The immediate cause for the failure was Rhodesian and South African domestic politics. Ian Smith did not want the negotiations to succeed because he was not yet convinced that his minority White regime would have to eventually bow to the pressure of the nationalist struggle. The nationalist movement, furthermore, had its own problems. Robert Mugabe, who was in the process of gaining control of ZANU, remained in Mozambique during the conference.
